A Global Carbon Market?

The European Commission has just invited all developed countries, including the recommitted United States, to form a global-scale carbon trading scheme by 2015. They are also suggesting that some developing countries, such as China and India, join the global carbon market by 2020.  After a rather rocky start in 2005, the European Union now has a functioning carbon control and reduction program based on the "cap-and-trade" model first developed in the US as part of the EPA's Acid Rain Program. Although the total carbon reductions have been modest, the EU has ambitious plans to reduce emissions by 20% below 1990 levels by 2020.  We think that the legislation being drafted right now in the US Congress should include a very clear intention of linking to the EU carbon trading program and of joining this global "cap-and-trade" carbon market. UN Body Issued Record Number of CO2 Reduction Credits

 Last week, the UN Clean Development Mechanism issued a record number of emission reduction certificates (CERs) with some 8.9 millions credits being issued to projects in Brazil, India, China and South Korea.  About 87% of the credits, approximately 7.7 million, were issued to three HFC 23 destruction projects in China and a fourth in South Korea.     -   Read More >>
Artic Sea Ice Reaches a Record Low

The Natinal Snow and Ice Data Center reports that the extent Artic sea ice has reached the "lowest absolute minimum extent" ever recorded. On August 17, 2007, the extent of the Artic sea ice was 2.02 million square miles and breaks the previous minimum recorded in 2005 of 2.05 million square miles. In the second quarter of 2008, Massachusetts will conduct the 1st public auction of CO2 emission allowances ever issued in the US as part of the first MANDATORY greenhouse gas reduction program (RGGI). The CAC participated in the 1st SO2 allowance auction held by the EPA's Acid Rain Program, now wants to be 1st in line again at the Massachusetts carbon auction. With contributions from donors like you, the CAC will purchase carbon allowances at the auction and then permanently retire them so that they never be used by anyone as permits to emit. You can help! Oregon Governor Sign Climate Change Legislation
August 15, 2007
Oregon recently joined the growing list of states that have enacted laws to limit greenhouse emissions with passage of the Climate Change Integration Act. It commits the state to stopping the increase in greenhouse gas emissions by 2010, reducing emissions 10 percent below 1990 levels by 2020, and meeting the 75 percent reduction below 1990 levels by 2050. In the absence of any national programs, a total of 17 states have now set greenhouse gas emission reduction targets either through executive action or through the legislative process.    -   Read More >>

Maine and Massachusetts are 2 of the 7 states participating in the Regional Greenhouse Gas Initiative. This initiative, which is expected to begin in 2009, will be the nation's first mandatory program for reducing CO2 emissions. UN - Climate change likely to increase risk of hunger

In a speech recent speech in India, the Executive Director of the UU Food and Agriculture Organization (FAO), Mr. Jacques Diouf, predicted a decrease in essential crop production in the lower latitudes declining that could seriously affect developing countries. He said that "crop yield potential is likely to increase at higher latitudes for global average temperature increases of up to 1 to 3°C depending on the crop, and then decrease beyond that. On the contrary, at lower latitudes, especially in the seasonally dry tropics, crop yield potential is likely to decline for even small global temperature rises, which would increase the risk of hunger." He also predicted that "rainfed agriculture in marginal areas in semi-arid and sub-humid regions is mostly at risk" and  that "India could lose 125 million tons of its rainfed cereal production -- equivalent to 18 percent of its total production."   -   Read More >>

A group of Utah scientists from Utah universities and state government agencies has presented a draft version of  a new report, "Climate Change and Utah: The Scientific Consensus", to Governor Huntsman's  Blue Ribbon Advisory Council on Climate Change. GE/AES Greenhouse Gas Services Announces Standard for Selling Carbon

GE AES Greenhouse Gas Services, a joint venture of GE Energy Financial Services and AES Corporation, have established yet another standard for selling greenhouse gas emission reduction credits. They hope to generate and sell as many as 10 million metric tons of emission reductions by 2010. The Montreal Climate Exchange to Begin Carbon Trading This Year

Ohio - New Report Says Warmer Trend Threatens Ohio

A new report issued by Environment Ohio confirms that 2006 was the hottest year on record in the United States and that Ohio was 2 degrees warmer than normal. California - Senator Barbara Boxer Introduces Bill to Force EPA to Act on California's Proposed Automobile Greenhouse Gas Emissions Regulations

Senator Barbara Boxer has introduced legislation intended to accelerate a decision by the EPA to grant the State of California with a waiver that the state requires before it can enact regulations that would cut greenhouse gas emissions for automobiles by approximately 25% and SUVs by 18%.  The state has been waiting for some 18 months for the US EPA to answer a formal waiver request. New Research Partnership on Bio-fuels in California

The University of California and West Biofuels LLC have announced a coordinated research effort to develop a new type of reactor that will more efficiently convert cellulose waste into alcohol for use as a gasoline additive. Climate Change Contributes to 80,000 Deaths per Year in Asia - WHO

A statement from the Conference of health experts convened by the World Health Orgainzation (WHO) in Kuala Lumpur says that climate change causes some 80,000 deaths in Asia each year. Increasing temperatures and rainfall is creating ideal conditions for spread of the mosquitoes that carry malaria and dengue fever in areas where they were not previously found.
